This project is not located in a Coastal Management area and is not subject to the Waterfront Revitalization and Coastal Resources Act. No further review in accordance with SHPA is required. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. SEQR Lead Agency: Jefferson County State Historic Preservation Act (SHPA) Determination:Ĭultural resource lists and maps have been checked. A coordinated review with other agencies was performed and a Negative Declaration is on file. Project is a Type I action and will not have a significant effect on the environment. State Environmental Quality Review (SEQR) Determination: The RVR equipment are located next to a runway that provide air traffic controllers with a measurement of the visibility at key points along a runway (e.g., touchdown, midpoint, and rollout). To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. VGLS - Runway Visual Range (RVR) RVR is a critical component in determining what the ILS minimums will be for each landing Category. Availability of Application Documents:įiled application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. The improvements to the access road, construction of the MALSR lights and related electrical structures will result in 0.07 acres of permanent impacts and 0.75 acres of temporary impacts to a Federally regulated palustrine emergent wetland. These actions will improve the safety of operating conditions and infrastructure at the Airport.
#Malsr lights install
The purpose of the project is install a MALSR lighting system and associated electrical utilities and security fence around the lighting units and make minor improvements to an existing access road.

Possible variations to RVR due to smoke or dust requiring NOTAM when in use IFR weather, raised minimums due to no ILS, MALSR or VASI Possible strong cross wind component and half width runway closure.
#Malsr lights full
Runway edge and threshold lights will be partially disabled (within phase limits) or fully disabled during full closures. This project will require that the RW 1L-19R MALSR, ILS, VASI be disabled during closures and half-width operations. All applicable NOTAMs to include NAVAID outages, Taxiway closures, etc., need to be included.

If a pilot does not read back the clearance with which side, make them, same way we do hold short instructions. “ALL aircraft landing or departing runway 1L or 19R are required to readback takeoff or Landing clearance to include which side.” This is mandatory and must be verbatim on the recording. For runway 19R the phraseology will be the opposite “ N1234 runway narrowed, runway 19R right side, cleared for takeoff/cleared to land”. Review of Equipment and Installation Options for MALS, MALSF and MALSR Threshold Lights NA-77-35-LR Author: Guy S. When clearing an aircraft for takeoff or landing on runway 1L with the west 75ft closed, the phraseology shall be “ N1234 runway narrowed, runway 1L left side, cleared for takeoff/cleared to land”. The best way that the SRMP found to mitigate the risk of landing on the wrong side of the runway was to use phraseology that borrows from shortened runway operations. There is no canned phraseology in the 7110.65 or other sources. Runway 1L/19R will be half width full length during all phases of construction this year.
